Water Policy Workshop Draws Crowd

Approximately 50 people attended the Water Policy Workshop hosted by the EHS Committee at Anheuser-Busch InBev’s Jacksonville Manufacturing plant on June 29.
The workshop’s focus was the Water Supply Planning exercise currently being conducted by the St. Johns River Water Management District. This exercise (done every five years), is intended to look out 20 years and compare projected water demands in different regions of the District with anticipated natural resource limits – in our case, a comparison with modeled groundwater limitations. When the District believes there will be greater demand in a 20 year planning period than the resource can sustain, the District designates an area a “Priority Water Resource Caution Area” (PWRCA), and requires area water users to develop alternative water supply plans. In all cases, these alternative supplies are substantially more costly than groundwater.
Three speakers were featured at the workshop. Jeff Lehnen, a professional Geologist with CH2M Hill provided a primer on the Floridan aquifer system and explained how groundwater models are used to help assess the amount of supply available, along with the limitations of these models. Wayne Flowers Esq., with Lewis Longman & Walker, PA, gave a primer on Florida Water law, and described the water permitting process and legal ramifications when a District imposes a PWRCA on a region. Ken Wilkey with Anheuser-Busch shared the local brewery’s experience in seeking renewal of its consumptive use permit and its focus on conserving water as a means of extending its allocation to serve future production increases. After the speaker sessions, moderator Mike Templeton, of LyondellBasell, and JEA CEO Jim Dickenson joined for a general discussion.
There clearly is a lot riding on the District’s water supply planning process. FCMA historically has been an important participant in natural resource matters, with a focus on sustainability. The outcome of the group discussion was that manufacturing has not been nearly as involved in this District planning process as it has been in some previous issues, such as the TMDL. As a result of the group discussion, the EHS Committee was tasked with formulating an action plan for the manufacturing community to participate in the District’s Water Supply planning process moving forward. The committee is nearing a set of recommendations for consideration by FCMA’s Executive Committee.
